Just to clarify, this is the MESA Sinewave Indicator proposed by John Elhers. Here's a thread on vtsystems.com

If this was in a recent edition of Technical Analysis of Stocks & Commodities, I can give you a little bit of information.

Various software vendors offered code for the Fractal Dimension Indicator as it was named in the article. I own a copy of Stratasearch and they offered code which I downloaded. This indicator can be used in many ways. The primary way is to identify whether the market is trending or cycling. From there you can adapt your trading strategy to fit current conditions. Specifically, they suggest using swing trading strategies during cycling and trend following strategies (moving averages etc) when the market is trending. You can read Stratasearch's initial test results on their Forum under Shared Area.

According to this indicator, SPY has been trending since December. In fairness, this indicator doesn't give a direction, just trending or cycling. I have run several Stratasearch searches for a trading system and haven't had much luck.

It may be that Mesa has found a way to use this indicator with their other products but so far I don't see a use for it.
